And here, M&C says:

   Programmer Response: Correct the allocation error described in
       previous messages and rerun the job.

Hmmm.  Easier said than done.  If the error allocating the SMPTLIB
is persistent, I suspect ACCEPT won't work either.  I'd proceed by
deleting JBB7717 from the SMPPTS and re-RECEIVEing it.
