The default was IBMUSER, but without RACF you'll need a UADS
entry that doesn't have a RACF segment. TSO1 and TSO2 used to
be shipped with SERVER/PAC, but most folks delete them early on.
I thought the default in UADS was SYS1, just as it is for IBMUSER in a newly-initialized RACF database. But that memory is very old...
Without RACF, nothing will have a TSO segment, and so any ID in UADS can be used as long as you know its password.
