Coding the program name in the EXEC statement is in no way comparable
to calling the program as a subroutine. The Initiator does special
processing that is not available to unprivileged programs. The issues
are the same whether you call the subroutine from C, C++, COBOL,
FORTRAN, HLA, PL/I or REXX.
