Indeed.  Even in the large enterprise, Windows is exceedingly difficult to
beat for the "presentation layer" of the OSI application model.  And for
many current "low-end" mainframe shops, Windows (or equivalent alternative
platform) is likely the most cost-effective solution, and keeping the
mainframe "just because" is flushing money down the toilet.  Invest that
money in growing the business, and later, when justifiable, buy (back into)
the mainframe.
