Are you starting from scratch, or are you using an existing SDSF
configuration? If you're starting from scratch, I'd configure it to
use RACF and then give the appropriate permissions.

That sounds like you're using a bare RACF data base. If that is your
intent, define TSOAUTH[1] with the appropriate permissions. If that is
not your intent, copy or point to the existing RACF data base.

[1] You probably need more than just JCL; I doubt that SUBMIT is the
    only issue.
