I'd suggest to review ARCCMDxx and change MARKFULL parameter. I don't
remember the names, but HSM gives you a choice: reuse partially written
tape next time, or treat it as full (markfull) and not mount it for
output again. The first option allows to utilize the capacity of the 3592.
BTW: RMM has nothing to do with the issue.
