Thanks to both Salah Balboul and Martin Reeday. Their replies (and Salah's help over the phone!) helped me get my consoles back under the 99 limit. Once I did that, the new LAPR has IPLed and now has a console of its very own!
The key did turn out to be program IEARELCN. For anyone who has never heard of it (I hadn't) it's in SYS1.SAMPLIB. It has to be linked authorized and then it will accept one console to be removed from the sysplex. It worked like a charm. I love this list!
