There was a discussion a couple of months ago on this.

DataCrown, then CrownTech, then DataCrown, then ISM, then IGS, all in Canada.

A few SYSPROGs wrote a security system called ACCESS.
It, in general, used RACF interfaces,
prior to SAF.
It was cumbersome, but they managed to improve it.

It was eventually acquired by CA.
Need I say more?
