My hint:
The chpid is not connected,
...
...
or it is connected using broken cable,
or it is connected to un-enabled port in CU.
I'd suggest logon on SE (Support Element) and use diagnostics - Icon
Channel Problem Determination, then Analyze Channel Information radiobutton.
Then check what's on the other end of ESCON.
