A couple of things might cause that. For non-SMS DASD allocations, you
might be depending on getting a default unit from the TSO segment. For
tape allocations, you might be depending on getting mount
authorization from the TSO segment.
In either case, printing the TSO segment of the userid for which it
works might help diagnose the issue.
