An environment to allow REXX to issue TSO commands was in TSO/E as
long as REXX was[1], but it was limited to code running under the TMP,
whether background or foreground. I believe that the new environment
allows REXX code not running under the TMP to issue TSO commands.
[1] All the way back to MVS/XA; my recollection is TSO/E 2.4, but
ICBW.
