It should. OS/390 2.10 would. And the current Linux kernel does not require any higher level of hardware, as I recall. At least for a s390 (31 bit) distro. Of course, it won't run an s390x (64 bit) distro. With Linux, you must determine whether you want 31 or 64 bit mode and compile for that amode. I.e. the kernel does not support dynamically determining the "bitness" at IPL time and running in that "bitness" for the duration of the IPL. I think there is some work being done about running 31 bit applications on 64 bit Linux.
