Do people have to get a new number when they get a new last name?    One reason
we normalize databases without "smart keys", is that *any* datum about a person
can change over time.


I did some work with the Colorado Bureau of Investigation computer system.  
Police databases have to be prepared to have people with a bunch of names and a
bunch of social security numbers.
