I have always found that reprehensible.
And, no, the 'high' cost of software doesn't justify it.

I have never had 'illicite' software on any work-based computer I have ever 
used.

At The Bank of Nova Scotia, and IBM Global Services Canada, it was 'subject to 
discipline up to, and including, dismissal.
