IIRC there were several discussion of CATALOG CPU use in the last year. The
suggestion in several cases was to start by getting current on service. Why
not apply the latest CATALOG level set PTFs and then if this doesn't improve
open a PMR with IBM to discuss.
It sounds like understanding the CPU use in *MASTER* and CATALOG might yield
some good return on your time.

In our system, CATALOG has the 5th-highest aggregate CPU usage of any long
running address space (behind VPS, *MASTER*, JES2 and TCPIP).
