ACI www.aciworldwide.com do an IBM mainframe version. I think Retail Logic may have a mainframe offering as well, but I'm not sure if theirs is POS terminals only or if they can poll ATMs too.
Are you talking about offline or online though? There are probably plenty of vendors who can do offline (polling) software, I seem to recall IBM even had/have one, but probably a lot less that can do the online (card authorisation), especially on an IBM mainframe.
