Assuming you don't want to modify the IKJ56225I message to include the 
user:  go to ISPF 3.4, try to rename that dataset. Get the 'Dataset In 
Use' message. Hit PF1 twice and it will show you who is using it.

Occasionally when issuing a dynamic allocation request we get the

IKJ56225I DATA SET NFCPFFWH.WH34.AREF ALREADY IN USE, TRY LATER+ IKJ56225I
DATA SET IS ALLOCATED TO ANOTHER JOB OR USER 

Does anyone have or know of any assembler code that can be used to obtain
the USER or JOB name?

The dynamic allocation is being performed in an assembler program.
