Why do you not want to use management classes?
As Walt already noted, the approach to give HSM an access authority of
NONE shouldn't work. For operations such as migration and backup, HSM
changes its ACEE to have the PRIVILEGED attribute which makes all RACF
authorization checks successful a priori.
Using appropriate management classes should be the way to go. The use of
the right management class can be enforced via RACF.
