Sorry Peter, you have been told an untruth -- the error is a WARNING and
generates RC=4, which is an unacceptable RC for some automated software
maintenance systems that insist all compiles must have RC=0 for production.

Is it APARable for the RC=4?

I'd accept an #ifdef/#endif that tested the version of the compiler if
that's what it takes, but RC=4 is not acceptable.

Since the z/OS 1.4 level of C does not support AMODE 64 program calls, it
is basically irrelvant what IEANTC contains, since (again, just what I'm
told) the only ramification is an informational message (the compile
completes with completion code 0).

So while it is not ideal, it is not causing any problems. There is no
prohibition against putting uplevel function into downlevel macros; that is
a packaging issue.

If the ramifications are as I stated, I would say that this would not be
APARable.  If it is causing harm, that is a different story.
