It wasn't 10 years ago, it was more like 15 or 20, I remember doing a system upgrade almost 20 years ago now, pre-xa anyway when we got clobbered with a new set of abends that all turned out to be programs not closing the dcb's before ending. I am sure the "restriction" has been loosened since then...
