As absurd as it may be, Microsoft appears to have no plans to support a secure (TLS/SSL) FTP Server.
Fortunately, over the weekend the good folks maintaining FileZilla at Sourceforge fixed the bug which was preventing FileZilla Server from working with the z/OS client. I just checked it out and it works.
