Interesting, because that is exactly what SYSPLEX co-existance means.

Co-existence limitations do not need to be restricted to sysplex.
Non-sysplex systems do also communicate and interact (JES, GRS etc. etc.) and the limitations also apply to that broader level, which include sysplex
systems.

Do you mean like NJE? Its been a while but AFAIK NJE never broke and we were able to talk to all levels of JES/POWER (and a few other).
