Trying to find replacements is extremely hard. Almost all the schools are not teaching cobol anymore . The company just outsourced its entire IT department to IBM. You might want to consider getting an experienced programmer with no Cobol and locking them in a cube for a week with the Programmers Guide and Programmers Reference.
