Hmm - I seem to have lost the message thread here but if we're talking about programs that are misbehaving then Abend-AID (and I assume its ilk) will give you the compile date, link date and associated library for every active program. Language and LE independent.
I always recommend if a site is using Abend-AID to send out emails or populate help desk tickets that they include this information in the description since so often it is the actual problem child raising its hand in order to identify itself (recently changed, wrong version, etc).
