If you have any JES2 EXITS either written by your site or vendor supplied
you need to review them against IBM's documented considerations.
Why do you think you need to COLD start? The point of $ACTIVATE is that
once all systems are at the correct level you can make the change
dynamically. You want to do a $d activate before trying to $activate to see
if it should work.
A consideration is that if you do COLD start you are $ACTIVATEd even if you
did not plan on it.
We had to stop some OEM products and restart them as part of the change we
certainly did not COLD start. The last COLD start here was in 1998. $AVRS,
OPS/MVS, Thruput Manager all come to mind but you should check with your
vendors to see if this is a requirement at your level. Anything that
interfaces with JES2 or pulls data from the SPOOL might be worth an extra
conversation with the vendor.

We are migrating from z/OS 1.3 to z/OS 1.6, so we have to move from JES2 R4
to Z2 move.
IBM doc says that it's sufficint to use $ACTIVATE command, offloading the
JES2 SPOOL, execute a COLD start for JES2 after the command and then
reloading jobs to new spool. Fairly easy.
Is it enough ? I mean, other than compatibility with product using JES2
(VTAMPRINT, etc) should I do other actions ?
