The fact remains that CEMT P SHUT I causes an ABNORMAL termination of CICS,
as would the MVS CANCEL or FORCE command. The fact also remains that on a
commanded ABNORMAL termination of (anything), VSAM cannot update the dataset
statistics because the issuer of the command has INTENTIONALLY prevented it
from doing so.
Since CEMT P SHUT I causes a CONTROLLED issuance of an Abnormal
Termination, there is no reason why a request to flush the statistics
BEFORE doing the Abnormal Termination can't be done.
