Tom Conley previously noted that you shouldn't put it in STEPLIB.  That
will certainly be the case if there are other non-APF authorized
libraries in STEPLIB.  I believe this is documented in the Installation
Manual.  If you can't easily update linklist, then include it in
STEPLIB, but make sure there are no other libraries in STEPLIB or that
all other libraries in STEPLIB are APF-authorized.  You can also do the
same with the TSOLIB command.
