Instead of using separate ports you might consider using separate inbound 
IP addresses and sticking with port 23, the Telnet standard port.  Why? 
Reducing potential help desk calls.  Most TN3270 clients default to port 
23, and it's probably easier for users to change an IP address, 
particularly a DNS registered one, than a port.  (In many TN3270 clients 
the port setting is a little more "buried.")

Just a thought.
