It is probably overkill, but it does insure that the IDCAMS ALLOCATE is
100% compatible with the TSO ALLOCATE, since it is the same command.
Anything else would require dual maintenance every time there is a
change. Actually, that may still be true, depending on how much parsing
of the command IDCAMS does.
