Thanks for all the suggestions.

I uncatalogued everything and ran a merge cat and defined the alias. I
guess I was still numb from lack of sleep yesterday when I ran the merge
cat without uncataloging my files.

There are none that I can see, I did try to create an alias to another
user catalogue with a TSO command, there were errors and I do not know
if it did create one. 

I also catalogued some of my files in ISPF but some came back saying
dataset not catalogued. The ones that were catalogued ended up in the
master catalog.

Focusing for a second on the statement "The ones that were catalogued
ended
up in the
master catalog.", this may be your problem.  Since there are datasets
already catalogued in the master catalog that start with the HLQ for
which
you're trying to add an alias, the alias itself can't be added.

I just tried adding an alias for a HLQ that has datasets cataloged in
the
master catalog and got:

IDC3013I DUPLICATE DATA SET NAME

IDC3009I ** VSAM CATALOG RETURN CODE IS 8 - REASON CODE IS IGG0CLEK-38

IDC3003I FUNCTION TERMINATED. CONDITION CODE IS 12
