The United Nations has at least one representative to the U.N. from almost every country in the world, and the U.N. headquarters is in New York City. Therefore I would guess Ulan Bator, Mongolia. I take that back. I guess New York City, New York, USA. However, there some "countries" with VERY small populations, like Pitcairn Islands (total population is 46, but it is probably not a "country") and Nauru (a republic with a population 13000). I am beginning to smell a trick question.
