Can you name that city?



The United Nations has at least one representative to the U.N. from almost  
every country in the world, and the U.N. headquarters is in New York City.   
Therefore I would guess Ulan Bator, Mongolia.  I take that back.  I  guess New 
York City, New York, USA.
 
However, there some "countries" with VERY small populations, like Pitcairn  
Islands (total population is 46, but it is probably not a "country") and Nauru  
(a republic with a population 13000).  I am beginning to smell a trick  
question.
