I suspect that what you are asking about is neither an ISPF facility
nor utilities, but rather line commands in SDSF.

I don't know of any program that will do that other than SDSF? If you
are looking for a way to do it in batch, SDSF is still the answer.

The QUEUE command[1] performs similar functions, but is not quite the
same.
