ICSF is developed by people with non-mainframe roots.
It is badly documented, documentation has many errors, sometimes quite important ones. I submitted over ten RCFs! Many programs are written in 'non-mainframe' way, i.e. CSFEUTIL requires quite long parameters in PARM field instead of SYSIN (OK, it works, but is untypical and unconvenient). There are also big lacks in ISPF utilities panels (i.e. you cannot generate clear SYM-MK from passphrase).
I also miss other tools (I had to write some of them).
Generally - quality significantly worse than 'IBM mainframe average'.

AGREED... I was semi involved trying to install the monster 5+ years ago and it made no sense. I understand that they have attempted to remedy this "lately". But if your still seeing this they have not come close to fixing it.
