LPARs often 'stabilize' while capped at a different MSU number than the
defined capacity setting. Sometimes a few MSUs higher, and sometimes a few
MSUs lower. SCRT never outputs a number higher than the defined capacity,
so if you stabilize a few MSUs high that is great and you are using
capacity you'll not be paying for. I call this "Bonus MSUs" and it is
reported in LCS.
