Note that Enterprise COBOL PTF for APAR OQ83744 changes the Compiler
options but is not held for ACTION or any hold reason.  We found it
because our Compiler Options are installed as an SMP/E usermod and SMP/E
prevented any regression.  For V3.3 the PTF is UQ91169 which has source
id of PUT0409 and RSU0412.   Imbedded in the PTF comments is a note
beginning with "++HOLD information:" which talks about the Options
change, but it should have been HELD for ACTION.

Note that if you regress your COBOL compiler options and you don't
already use the DSCB OPTION, your users may see one of those lovely
self-documenting COBOL ERROR Messages about Double-byte characters that
we discussed in depth in May such as IGYPS0157-E A shift-out was ...
