For the archive. IOSCDR breaks (S2C6 RSN200) in z/OS R4 and R5 while assembled using SYSSTATE ARCHLVL=2. It works in z/OS R6 (see Jim's posting).
IOSCDR doesn't support AMODE64=YES or ASCENV=AR so there will be no fix for z/OS R4 or R5. I don't have the need as the bypass is easy.
