IBM has never made any claim that all its macros will work 
without a base reg (let alone the large number that, even with 
macro IEABRC to convert base-displacement to relative branches, 
still require code addressability).

As they are pointed out to us, based on relative importance, we 
try to deal with those that, in particular, need more than just 
relative branch. Any change to GTRACE would still require 
addressability to "static data" in all likelihood

As to Ed's point,

I'd have to say "not really". Particularly for the SYSSTATE 
ARCHLVL-related changes, quite the reverse -- literals are the 
approach taken (when there are not suitable "immediate" instructions).
