That's what we asked often in the past about IBM decisions.

It has been that way since I started with (IBM) computers. And one thing you
can say about IBM, whatever the E in a message or on the fuel gauge means,
it will not change in future. Usually downward compatible until Napoleon's
systems, although some old stuff is being shaken off these days.
