> Is there a way to repair this PDS?

Here are some options, but before I'd start any of them,
I'd take a volume backup/copy to be sure I could restore the
data set to its current status. DO NOT COMPRESS THE FILE!

If you have a backup of the volume, you could restore the
single track.

If you have a backup of the data set, you could restore it.
In this case, you'd lose any changes made since the backup.

If you must recover as many members as possible as they were
before the corruption, and the latest backup is insufficient,
you may be able to rebuild the directory blocks in the first
track. If this is a load library, you probably won't be able
to restore the members referenced by the blocks in the first
track. If it's a source-type library, then all you need in
the directory is minimal information. If you're not too keen
on directory block structure, this is a good time to learn.
If you successfully rebuild the first track, you should be
able to access all of the members from AMCCCLRC to the end.

By inserting empty directory blocks with keys that are all
lower than AMCCCLRC, you should be able to get to the
remaining members. Potentially, with the ZAP command (Is it
ZAP, or is that just what we call it here?) from the CBT
tape, you could locate the lost members and restore them
one by one - as long as this is not a load library.
