Although RACF does not provide support for lower case userids, USS does with a USERIDALIASTABLE parm in BPXPRMxx. This was required to support case sensitive rlogin and other UNIX support. In the table, you define a lower/mixed case userid and the corresponding upper case userid in RACF to match it. Then the kernel recogizes the lower case userid, but passes along the RACF userid for security purposes.
