You can use the alternate library without any licensing, as far as I know.

As far as I know you do not need to license the compiler to run compiled execs, but (except for using the alternate library) you do, I think, need to license the library. The library and the compiler are two separate items. I have no control over, nor knowledge of the reasons for, the licensing provisions for the REXX compiler/library.
