You can vary offline a console just like it was an old fashioned 3174 console. The &SYSNAME.060 is replaced by e. g. ZOS1060 assumed that the defined system name is ZOS1. This name you should use for the VARY command. But I think, that the problem is in the emulation session. I would try to restart the emulation session and afterwards V <console device>,CONSOLE.
