I apologize for the tardiness of my reply. I had other urgent matters to attend to outside of work. I had to take about 7 days of vacation.
Anyway, the problem was fixed when I unloaded the PDS and then performed the XMIT. I don't use it to often, and, I made an invalid assumption that the XMIT would unload the data set and then convert it to the 80-byte LRECL file that I could download.
