z/OS has supported FTP encryption (SSL and SSH style) for quite some time
now.  Have you investigated those options?

Please check the recent IBM-MAIN archives for some thoughts on that subject
-- notably the thought that FTP encryption is probably necessary but not
sufficient for protecting private information.  But it's worth considering
why data are FTPed in the first place -- and whether FTP is overused.  FTP
by definition means copying whole files.  Is that always wise?  Or would
the interests of personal privacy protection be better served by keeping
the data in place and offering selective, secure, online, realtime access
to those data?

My hunch is that a lot of businesses and governments will need to seriously
consider data recentralization in order to achieve their privacy protection
objectives.
