I am saying I'm not quite sure why you would have to do a standalone IOCP. You can use HCD or a batch job under z/OS.
What were you told was the problem of updating the IOCDS from z/OS under VM? What does IBM say about that? I'm not sure, but for future use, if you define an extra LPAR that is not activated, you can activate it (but don't load it) and you might be able to use standalone IOCP from that LPAR. Then deactivate it when you are done.
