Wouldn't it be helpful if there were an architected, __simple__, way to
place a "stand alone" utility onto the SE and have it IPLable via the
HMC? I can imagine having DFDSS, FDR, ICKDSF, and maybe SAE (or ZZSA) on
the SE, instantly IPLable without a tape, or trying to remember the
address of the disk-resident version.

You can IPL some stand-alone utilities from the CD drive in the SE/HMC. See this thread:
