Yes, but I vaguely remember some system that we studied in college which had 
"writable control storage" where an authorized application could load in an 
alternate ISA, well actually it would extend the current ISA because you 
couldn't change the built-in instructions.

But it would be interesting if you could have a generalized processor which 
could load microcode which would make a processor into a pSeries or an x86_64.
