I think that you can do that with either CA's MasterCat or Dino Software's 
T-REX. But there is no program which comes with z/OS which does it. Now, if you 
want to "roll your own", you could do a LISTC ALL CAT(...) for every catalog in 
your system and look (scan) the output. Or you could write a program using 
IGGCSI00 do read all the catalogs, again looking for a NOSCRATCH in a GDG base.
