Think I found the answer to this in case anyone else is interested. The PDS members I am working with were 'retrieved' from Endevor, and according to an Endevor manual, I probably shouldn't be messing with the stats, as that could compromise the Endevor 'footprint'. PDSSTAT=A works as expected on members not retrieved from Endevor.
