In my opinion, probably not, although Tom Marchant's suggestion might be worth looking into, assuming that wouldn't put the OP over the limit for zIIPs and zAAPs when compared to CPs. I'm clearly very biased here, but from my perspective, it would be of far more value to the OP's business to actually start using the IFL for something useful rather than letting it sit idle, or getting rid of it.
